A new smartphone app designed to provide traffic information and project updates to I-15 drivers is now available for free download on Apple and Android devices. The app, called Virgin River Bridge, will provide updates of construction activities that likely will impact traffic flow on I-15.
All drivers, carpoolers or solo drivers, can use the Express Lanes for free. You may see this when there is a planned construction closure in another I-15 lane, or when a crash or other incident is blocking the other lanes.

To be eligible for free or discounted toll rates, drivers need a switchable FasTrak transponders (also called FasTrak Flex ) that has a small black switch that can be moved to indicate the number of occupants in the vehicle. Prior to starting each trip, it is the driver's responsibility to indicate the number of occupants in the vehicle by moving the switch to the appropriate setting (1, 2, 3+).
Toll-free travel for qualifying carpools and other eligible vehicles is often only available to drivers who have a switchable FasTrak transponder. Drivers with standard or sticker FasTrak transponders can use the express lanes and pay with FasTrak, but they will pay the full toll regardless of the number of occupants in the vehicle.

A commuter highway vehicle is any highway vehicle that seats at least 6 adults (not including the driver). In addition, you must reasonably expect that at least 80% of the vehicle mileage will be for transporting employees between their homes and workplace with employees occupying at least one-half the vehicle's seats (not including the driver's).
Qualified parking is parking you provide to your employees on or near your business premises. It includes parking on or near the location from which your employees commute to work using mass transit, commuter highway vehicles, or carpools. It doesn't include parking at or near your employee's home.
You can't exclude a qualified transportation benefit you provide to an employee under the de minimis or working condition benefit rules. However, if you provide a local transportation benefit other than by transit pass or commuter highway vehicle, or to a person other than an employee, you may be able to exclude all or part of the benefit under other fringe benefit rules (de minimis, working condition, etc.).
It is used primarily to transport a particular type of load (other than over the public highways) in a construction, manufacturing, processing, farming, mining, drilling, timbering, or other similar operation for which it was specially designed or significantly modified.
This is transportation to or from work using any motorized wheeled vehicle (including an automobile) manufactured for use on public streets, roads, and highways. You or the employee must buy the transportation from a party that isn't related to you. If the employee buys it, you must reimburse the employee for its cost (for example, cab fare) under a bona fide reimbursement arrangement.
For employment tax and withholding purposes, you can treat taxable noncash fringe benefits (including personal use of employer-provided highway motor vehicles) as paid on a pay period, quarter, semiannual, annual, or other basis. But the benefits must be treated as paid no less frequently than annually. You don't have to choose the same period for all employees. You can withhold more frequently for some employees than for others.
You can choose not to withhold income tax on the value of an employee's personal use of a highway motor vehicle you provided. You don't have to make this choice for all employees. You can withhold income tax from the wages of some employees but not others. You must, however, withhold the applicable social security and Medicare taxes on such benefits.

The I-15 Express Lanes are an expressway within a freeway created to free up congestion for commuters and others. The award-winning I-15 Express Lanes are some of the most advanced in the United States and is the most innovative highway in San Diego County.
When to Use: Ideal for solo drivers who want a more reliable trip on southbound I-680 and eastbound I-580 during the week. The lanes provide more reliable travel time and are recommended for those commuting between the East Bay and Silicon Valley. The Express Lanes are open from Mondays to Fridays from 5 a.m. to 8 p.m. At nights and on weekends they are free and open to all drivers.
Solo drivers who want a more reliable trip on southbound I-680 and eastbound I-580 need to obtain and mount a FasTrak toll tag on their windshield. They are charged a toll each time they choose to use the Express Lanes. Carpool vehicles with two or more people, motorcycles and transit buses can use the lanes for free. Those without a valid FasTrak are in violation of state law and subject to a fine. The operation is fully electronic. There are no tollbooths or traffic gates, so customers do not need to slow down or stop to make a toll payment.
The drive can be a little sketchy, especially from Castle Valley. The road is steep and windy with free-range cattle regularly crossing the road. Cattle are allowed to roam in much of the national forest, so be prepared to avoid cow pies at camp.
Luckily, the gravel road is almost always in decent condition. RVs and trailers as well as passenger vehicles will be fine here. Although several flat, spacious campsites are located just off the highway, I recommend driving a bit further in (even in a big rig) to find something more private.

This special edition celebrates 200 years of travel in the Show-Me State, from before ratification to the modern era, with 33,830 miles of state-maintained routes, 4,800 miles of railroad tracks, 1,380 miles of Interstate highways, 125 public-use airports and 15 public ports.
The Intercounty Connector (ICC) is a variably priced facility, where tolls are higher during peak travel times (Monday - Friday, 6 a.m. - 9 a.m. and 4 p.m. - 7 p.m.) and reduced during off-peak and overnight pricing periods. A key purpose to variable tolling is to manage congestion - raising the toll rate during periods of high traffic volumes helps reduce the number of vehicles using the roadway, keeping the highway relatively congestion-free and providing motorists with reliable travel times.
